Combating Cargo Theft
At NICB, we fight far more than vehicle theft. Our staff is on the ground floor working to protect our members by preventing all forms of insurance crimes and fraud, including cargo theft. This week, our president and CEO took this mission all the way to Washington D.C.
NICB CEO Calls on Congress to Help Combat Organized Cargo Theft
On Tuesday, July 15, NICB President and CEO David J. Glawe testified before the United States Senate Committee on the Judiciary on behalf of our members and partners about a major crime impacting consumers and the global supply chain: organized cargo theft.
Through technology and other sophisticated strategies, criminal networks are exploiting supply chain vulnerabilities, employing identity theft and fraudulent cargo pickups, and using other cyber-enabled logistics manipulation tactics. As a result, rates of cargo theft have skyrocketed— increasing 27% in 2024 alone with another anticipated spike of 22% by the end of this year
The Impact of Cargo Theft
When we think of cargo theft, images of massive shipping containers at major ports come to mind. The truth is, however, that these highly orchestrated crimes occur in every corner of the nation— in our small towns, along rural highways, and on remote rail corridors. As our CEO explained, “The impacts are felt at kitchen tables across the country through higher costs.”
The average value of individual cargo thefts is more than $200,000 with total cargo losses at roughly $35 billion annually. These are not small operations seeking a quick payout. Rather, cargo thefts are often orchestrated by transnational criminal organizations. Once secured, stolen goods— everything from sports drinks to sports cars— are routinely exported into black markets to finance other illicit activities, including drug and weapons trafficking and even terrorism.
While NICB is best known for fighting vehicle theft, we are at the forefront of a variety of types of insurance-related crime and fraud, including cargo theft. Since 2022, NICB has opened an average of 150 commercial cargo crime cases per year. In the last 18 months alone, we’ve assisted in more than 240 cargo crime investigations, with over 70 recoveries valued at nearly $40 million. Our agents coordinate with local and federal law enforcement, providing NICB’s direct operational support in combating cargo theft and recovering stolen goods.
Using the Platform to Facilitate Change
Mr. Glawe demonstrated NICB’s unique expertise and vantage point that we bring to the policymaking table, and detailed the longstanding, trusted relationship that NICB has held for decades with law enforcement at every level. Highlighting the importance of public-private partnerships, he called upon the Senate Judiciary Committee to advance reforms that would strengthen the collaboration between the public and private sectors in protecting American consumers against organized cargo theft.
In addition to promoting ongoing training, Mr. Glawe urged entities engaged in the supply chain to screen every employee, train employees on the signs of cargo theft, check transportation partners before hiring, implement in-transit security measures, keep a vigilant eye, take advantage of security technologies, and conduct audits.
He also expressed NICB’s strong support of S. 1404, or the Combating Organized Retail Crime Act (CORCA), which would strengthen federal criminal statues to confront interstate and transnational organized theft. This measure would also establish the Organized Retail and Supply Chain Crime Coordination Center within Homeland Security Investigations, which would improve collaboration, data-collection, and information-sharing between the private industry and federal, state, and local law enforcement.
The committee, which is led by Chairman Grassley and Ranking Member Durbin, also heard testimony from leaders in the retail and logistics industries, as well as law enforcement, including Donna Lemm, Chief Strategy Officer at IMC Logistics; Scott McBride, Chief Global Asset Protection Officer at American Eagle Outfitters; and Summer Stephan, San Diego County District Attorney and President of the National District Attorneys Association. Despite their varying backgrounds, each witness testified to the same conclusion: the only way to stop organized cargo theft is through the stronger collaboration of all impacted industries, levels of law enforcement, policymakers, and the public.
Also related to this important legislation, NICB Strategy, Policy, and Government Affairs (SPGA) Vice President Kyle McCollum wrote letters to the U.S. Senate and House of Representatives outlining our support.
Serving as a Voice for the Industry
This was the second time in three years that NICB was invited to represent the industry before this committee. Previously, in 2022, we addressed the carjacking trend sweeping the nation and saw a number of our policy recommendations adopted.
Through NICB’s recent testimony and our ongoing advocacy efforts, we are helping to build momentum behind key reforms that will protect the interests of our members by combating the rising threat of organized cargo theft. In the meantime, NICB stands ready— as we have for nearly 115 years— to support our partners in industry and law enforcement with our expertise, intelligence, and resources.

From Contractor Fraud to Vehicle Theft
Each year, natural disasters result in billions of dollars of damage, and some bad actors take advantage of these situations. Contractor Fraud Awareness Week (CFAW) was developed by NICB in 2021 as a cross-departmental initiative to build public knowledge of this type of fraud, offer member training to identify contractor and post-disaster fraud, and help put a stop to these scammers.
Whether you shared a supporter graphic on your social media or attended one of our training sessions, you helped advance the goal. This year, NICB saw 165 organizations share their support, 20 states and four cities issue proclamations or resolutions, and 1,563 individuals register for our virtual training sessions.
Each participant had a direct impact on the fight against contractor fraud. We appreciate your partnership and look forward to working with you on all types of fraud prevention, including CFAW 2026.
Reducing Vehicle Theft Through Education
The fight against fraud never stops, and NICB is proud to stand as a voice against all forms of insurance crime. For the month of July, we've partnered with the National Highway Traffic Safety Administration (NHTSA) for Vehicle Theft Prevention Month to address this pressing issue.
In 2024, 850,708 vehicles were reported stolen in the United States. While rates have dropped 17% from the previous year, this pervasive crime impacts hundreds of thousands of individuals, and NICB is committed to curbing that number even further.

Emerging Risk of Florida Residents Registering Vehicles in Montana
NICB has identified a scheme in which Florida residents title and register their vehicles in the state of Montana to avoid taxes, registration fees, and insurance premiums. Montana LLCs are not required to publicly divulge identities of owners, and residents in other states have begun to take advantage of this. Learn more about the signs and mitigation recommendations.
Emerging Risk of Taillight Thefts in Texas
An analysis of ClaimSearch data on taillight thefts has found a 61% increase in these claims in the state of Texas from 2021 through 2024. This scheme is expensive, dangerous, and difficult to trace. NICB recommends consumers invest in protective kits and position trucks in driveways so the taillight faces the building.
Evolving Risk of Predatory Towing Scheme
NICB has received information alleging that some towing businesses in the Chicago area are involved in a new scheme utilizing rental moving trucks, vans, and other vehicles. Within 24 hours of rental, these vehicles are reported to have been in an accident and are towed to a nearby yard. The company then demands exorbitant tow charges, putting the rental company at risk of financial loss. Learn more about this emerging scheme in this data insight.
Evolving Risk of Hyperbaric Oxygen Therapy Billing
Hyperbaric Oxygen Therapy (HBOT) is a tried and true treatment for a variety of medical conditions, but there are concerns some providers are using it in a billing scheme through overuse or false claims. Insurance providers should investigate these claims thoroughly to determine if this is the correct treatment.
Texas 1st Quarter 2025 Stolen Vehicle Border Crossing
Between January and March of this year, 358 stolen vehicles crossed the Texas and Mexico border via Texas Ports of Entry. Learn more about the most commonly stolen vehicles, the top theft locations, and which days of the week the vehicles are most likely to cross into Mexico.

During the first quarter of 2025, 78 vehicles matching NCIC stolen vehicle records crossed the Arizona and Mexico border via Arizona Ports of Entry. This Insight Report provides information on the most commonly stolen vehicles, the top theft locations, and which days of the week the vehicles are most likely to cross into Mexico.
Continued Monitoring: Evolving Risk of Roofing Questionable Claims in Florida
NICB continues to monitor the risk of questionable claims regarding roofing, with Florida acting as the primary contributor to these claims. This is likely due to the rate of roof-related catastrophes, such as hurricanes and tornadoes, during which bad actors may falsify or inflate damage.
Emerging “Spilled Oil” Scheme a Threat to Vulnerable Consumers
NICB has identified an emerging fraud scheme in which two individuals posing as prospective buyers scam vehicle sellers. One participant distracts the seller while the other sprays oil onto the vehicle’s manifold so smoke emits from the hood/engine area during a test drive. The scammers, claiming the issue is the result of any number of serious engine problems, offer to purchase the vehicle at an extremely reduced price, ultimately stealing thousands from the victim.
2024 California Stolen Vehicle Border Crossing Report
In 2024, 2,481 records that matched the National Crime Information Center (NCIC) stolen vehicle files crossed the California border into Mexico. Learn about the most common ports of entry, the top stolen vehicles, and which days of the week these vehicles were most likely to cross into Mexico in this Insight Report.
Evolving Risk of Predatory Towing in California
A recent increase in predatory and bandit tow schemes throughout California has led to inflated costs, towed vehicles being used for questionable activities, and complex legal issues. These schemes are perpetuated through methods including impersonation and aggressive solicitation. This Insight Report shares how victims can mitigate this problem.
Emerging Risk of High-End Vehicle Transportation Fraud
This report shares an increase in the theft of high-end vehicles (such as Lamborghinis, Rolls-Royces, and Porches) during transportation, usually at the hand of organized crime groups posing as legitimate brokers. Hail Claims and Questionable Claims Trend Analysis
Between 2023 and 2024, hail questionable claims (QCs) saw a 31% increase nationally, despite hail claims across the U.S. decreasing by 22%. Among the top states reporting QCs, Wisconsin saw a 167% increase during this period. Milwaukee in particular observed a 225% increase in hail QCs. 2025 Q1 Vehicle Theft Trend Report
NICB has conducted an analysis of 164,687 vehicle thefts reported during the first quarter of 2025. Compared to the first quarter of 2024, we have observed a 25% decrease in thefts during the same period, with California leading the thefts at 36,304 reported stolen vehicles. Gain insights into which areas saw the most theft and which vehicles were most often targeted in this Trend Report.
Dealership Thefts Trend Report, 2022-2024
Since 2022, vehicle thefts at dealerships have been steadily decreasing, down 24% in 2024 from the previous year. Despite that, each analyzed year saw a spike in the summer months and January. Throughout this period, the most commonly stolen vehicles were the Dodge Charger, the Chevrolet Camaro, and the Dodge Durango. Surprisingly, questionable claims remained low, with 2023 containing the highest number at 46.
Q1 2025 National QC Data Trends
From quarter one of 2024 to quarter one of 2025, NICB has observed a 28% increase in submitted questionable claims (QCs). One theory as to why is due to a change in reporting strategies, enhanced fraud detection, a rise in the ration of QCs to overall claims, and economic struggles.
Catalytic Converter Theft Trends
Though rates of catalytic converter theft have been steadily decreasing for the past three years, it remains a serious issue for thousands of Americans. This Trend Report shows what vehicles are mostly commonly targeted, which states experience the highest rates of catalytic converter theft, and how NICB combats this problem.
Psychological/Psychiatric Testing Billing Trend
Since 2022, the misuse of psychological/psychiatric testing has emerged as a serious issue in medical fraud. Analysis determined a 78% increase in billing from 2022 to 2023, followed by a 3% increase from 2023 to 2024. ForeCAST Reports
Q2 2025 Vehicle Theft ForeCAST
Based on data from the last edition of the Vehicle Theft ForeCAST, NICB predicts a national decrease in vehicle thefts in April of 2025 with a steady increase from May to August. The number is then forecast to decrease again in September. Learn more about this forecast in our recent report.
National Questionable Claims ForeCAST
Between April and September of 2025, NICB anticipates increases in eight questionable claim categories including property damage, bodily injury, and collision, with the most significant increase in August. This NICB ForeCAST shares insights into the U.S. national rates and how New York stacks up to the rest of the country.
Liaison Information Report
Generative Artificial Intelligence Exploited for Insurance Fraud
Generative artificial intelligence (or AI) poses a great number of innovations and problems for all industries, including insurance. NICB and the FBI Chicago Field Office (in coordination with the FBI Office of Private Sector), have determined criminals use AI to exploit financial services and health care sectors. This includes creating/altering police accident reports, fake accident photos, stealing identities with fraudulent documents, and even creating entirely fictious identities. Insurance providers must pay careful attention to avoid falling victim to this fraud.
Advocacy Update
The NICB Government Affairs team drives legislative action on a local, state-wide, and nation-wide level that advances our members' interest in the fight against insurance crime and fraud.
In addition to the July 15 testimony before the U.S. Senate Judiciary Committee (highlighted above), we are continuing to advocate for priority legislation and have made other key impacts in the policymaking arena, including:
In May, NICB helped coordinate an insurance industry lobby day in New York, where we advocated for anti-fraud measures in the state legislature. One of NICB’s key priorities for the lobby day, auto glass repair and assignment of benefit (AOB) reforms, has now crossed the finish line. On June 13, a bill banning AOB and requiring glass repair shops to get a customer’s claim number before service passed the New York Senate and Assembly and is expected to become law. This legislation is modeled after the National Council of Insurance Legislators’ (NCOIL) auto glass model bill, which NICB assisted in drafting. NICB strongly advocated for the passage of this bill in New York.
NICB has recently weighed in on key legislation at the federal level that will help combat insurance crime and fraud, including staged accidents targeting commercial vehicles. On May 30, NICB led a joint letter to the U.S. House Judiciary Committee supporting H.R. 2662, the Staged Accident Fraud Prevention Act of 2025 and encouraging its advancement by the U.S. House Judiciary Committee. This bill would make commercial staged accidents a federal crime.
On June 17, NICB submitted letters to the U.S. House and U.S. Senate Judiciary Committees in support of S. 1404 and H.R. 2853, the Combating Organized Retail Crime Act of 2025, and urged the Committees to advance the measure. The bill would increase deterrence against interstate and transnational organized retail and cargo theft by providing for criminal forfeitures, strengthening federal money laundering statutes, and permitting the aggregation of thefts in federal prosecutions. The bill would also establish the Organized Retail and Supply Chain Crime Coordination Center at the U.S. Department of Homeland Security to improve collaboration and information-sharing between federal, state, and local law enforcement, as well as between government and the private sector.
On June 11th, NICB testified before the South Carolina House Insurance Rate Review Ad Hoc Committee to present on the top insurance fraud trends impacting South Carolina. In addition, NICB helped correct the record in South Carolina that insurance fraud is a contributing factor to rising insurance costs and how legal system abuse issues, such as the exploitation of assignment of benefit contracts, are weaponized by bad actors seeking to defraud consumers and insurers alike.

NICB in Action
NICB Assists in $1.2 Million Insurance Fraud and COVID-19 Relief Case
A Missouri-based man has been sentenced for conspiracy to commit wire and mail fraud, and aggravated identity theft. In 2017, the defendant began staging accidents, resulting in a loss of $1.2 million for insurance companies, and over $100,000 in the courts. During the COVID-19 pandemic, the defendant, along with a partner, submitted fraudulent applications for Economic Disaster Relief, obtaining $30,000.
