ATLANTA – Insurance and Safety Fire Commissioner John F. King announced today that Rachel Haynes, 59, of Covington, has been charged with exploitation of elders, theft by taking, and insurance fraud.
On June 1st, 2022, Ms. Haynes convinced her terminally ill brother to sign two life insurance beneficiary change forms, removing his daughter and granddaughter from his policies. The forms listed Ms. Haynes as the new beneficiary to what she believed was a $30,000 life insurance policy. However, her brother’s attending physicians previously determined him to lack decision-making capacity as he was being treated for pain with strong doses of opioid medication. He passed away on June 7th, 2022, just six days after the forms were submitted.
“Because Ms. Haynes’ brother was determined to lack decision-making capacity by his physicians, the beneficiary change forms have been deemed fraudulent,” said Commissioner King. “To take advantage of someone in their final moments is especially heinous, and I am proud of our investigators for quickly closing this case.”
Warrants were taken out against Ms. Haynes in Bibb County for two counts each of Exploitation of Elders, Theft by Taking, and Insurance Fraud. She is still wanted at this time.
