NICB Vice President Richard DiZinno Sworn In As Newest Member Of U.S. Privacy And Civil Liberties Oversight Board
DES PLAINES, IL, OCTOBER 7, 2022 — Richard DiZinno, Vice President of Strategy, Policy, and Government Affairs for the National Insurance Crime Bureau (NICB), was sworn in on Tuesday, September 27, 2022 as the newest member of the United States Privacy and Civil Liberties Oversight Board (PCLOB).
“I’m honored to join the Board at a time when it is examining a wide range of critical issues,” said DiZinno in a news release issued by PCLOB. “I look forward to working with my fellow Board Members and engaging with key stakeholders from across the political and ideological spectrum to help ensure that the federal government’s efforts to prevent terrorism are appropriately balanced with the need to protect Americans’ privacy and civil liberties.”
DiZinno was confirmed in a unanimous consent vote by the U.S. Senate on September 14 and was nominated by the Biden Administration in June.

PCLOB is an independent Executive Branch agency, created in the wake of September 11, led by a bipartisan group of five presidential nominated and Senate-confirmed Board Members. In this important role, DiZinno will work alongside the Chair and other Board Members to provide oversight and advice to Congress and the Executive Branch to ensure that the federal government's efforts to prevent terrorism are balanced with the need to protect privacy and civil liberties.
