President and Chief Executive Officer

David J. Glawe

David J. Glawe is the President and Chief Executive Officer of the National Insurance Crime Bureau. Mr. Glawe is responsible for leading a united effort of property-casualty insurance companies, law enforcement agencies, car rental companies, and other strategic partners to prevent and combat insurance fraud and crime. Mr. Glawe oversees the operational and intelligence capabilities of NICB employees who are deployed in eight regional offices throughout the United States and Mexico.

Prior to joining NICB, Mr. Glawe served as the Under Secretary for Intelligence at the Department of Homeland Security. He was nominated by the President of the United States and received unanimous confirmation by the Senate.  Prior to his appointment, Mr. Glawe served as Special Assistant to the President of the United States for Homeland Security, and as the Chief Intelligence Officer and Assistant Commissioner at U.S. Customs and Border Protection.  Mr. Glawe also served in the Office of the Director of National Intelligence as Deputy Intelligence Manager for Threat Finance and Transnational Organized Crime, and subsequently on the President’s National Security Council.  Earlier in his career, Mr. Glawe served as a Supervisory Special Agent with the Federal Bureau of Investigation, a Federal Agent with the United States Postal Inspection Service, and a Police Officer in Houston, Texas, and Aurora, Colorado.

Mr. Glawe’s numerous honors include the Central Intelligence Agency Warren Medallion and Citation, the Department of Homeland Security Distinguished Service Medal and Citation, the National Intelligence Superior Service Medal, and the Department of Justice Meritorious Public Service Award.

Mr. Glawe achieved a Bachelor of Arts in Behavioral Science degree from the University of Northern Iowa and a certificate from Harvard University.

Timothy R. Slater

Timothy R. Slater serves as Senior Vice President and Chief Operating Officer for the National Insurance Crime Bureau. In this capacity, he has oversight of all field operations throughout the United States and Mexico, both field and headquarters-based intelligence and analytics activities, partner engagement & member services, and learning and development. Through a combined effort of all of these programs, and in partnership with all NICB programs, Mr. Slater is responsible for leading NICB’s continued growth into a more data-driven organization – an effort anchored by the 100+ years of high-quality traditional investigative and analytical support provided by the organization in leading the fight against insurance fraud and crime.

Immediately prior to assuming his role at NICB, Mr. Slater held the position of Assistant Director in Charge of the Federal Bureau of Investigation’s (FBI) Washington Field Office, where he was responsible for providing executive and strategic leadership to personnel tasked with protecting the nation’s capital and greater United States from all threats domestically and abroad.

Mr. Slater began his career with the FBI as a Special Agent in the Detroit and Miami Divisions, earning investigative commendations and sustained performance awards for his work on a variety of multifaceted cases. He promoted through the ranks to leadership positions in multiple locations, including the headquarters-based Criminal Investigative Division, the Oklahoma City Division as the Senior Supervisory Resident Agent, and the Knoxville Division as an Assistant Special Agent in Charge. Following his time in Knoxville, Mr. Slater served in several roles with the Critical Incident Response Group, culminating in an assignment as Deputy Assistant Director of the Quantico, Virginia-based division responsible for the coordination of crisis response capabilities nationally and internationally. As a recipient of several executive leadership awards, he has been recognized for his ability to successfully solve complex problems and manage teams, strengths which contributed to his selections as Special Agent in Charge (SAC) of multiple FBI Divisions including the Detroit Division and the Criminal and Cyber Division of the Washington Field Office, where he was honored with the United States Capitol Police Medal of Merit.

Mr. Slater holds a Masters of Science from the Michigan State University Eli Broad School of Business and is an executive graduate of the Northwestern University Kellogg School of Management.

Carolyn Bellisio

Senior Vice President, Chief Financial Officer

Carolyn Bellisio serves as Senior Vice President and Chief Financial Officer for the National Insurance Crime Bureau and the Treasurer of the NICB Board of Governors and NICTA. Ms. Bellisio's role spans responsibility for Finance, Human Resources, Technology, Security and Office Operations and Facilities. She is an advocate for NICB’s focus on Diversity, Equity & Inclusion.

Prior to joining NICB, Ms. Bellisio worked for Liberty Mutual Insurance Company for 23 years. Most recently, she served as the Technology Chief Financial Officer, which held her responsible for technology spend upward of $2B annually. During her tenure at Liberty Mutual, Ms. Bellisio also held several other financial and leadership roles of increasing responsibility in the technology organization, including in Commercial Market Risk Services, Enterprise Resource Management, IT Training & Development, Strategic Planning and Finance for the Liberty International Underwriters, Global Specialty IT business groups. Prior to joining Liberty Mutual, she worked in financial roles and management at The Lord Group Advertising, Lehman Brothers and Chase Manhattan Bank.

Ms. Bellisio has been actively engaged in employee resource groups, with a concentrated focus on Women in Technology and she was an Executive Sponsor for Leading and Empowering Asian and Ally Professionals. She was recognized for her participation in Leading and Managing Globally, an Executive Education Program with Yale School of Management, IMD Business School, and ExecOnline, Inc.

Ms. Bellisio holds a Master of Business Administration in Finance from New York University’s Stern School of Business, a Master’s Certificate in Project Management from George Washington University and a Bachelor of Arts in Communication from the University of New Hampshire.

Richard E. DiZinno

Senior Vice President, General Counsel

Rich DiZinno

Rich DiZinno serves as Senior Vice President and General Counsel for the National Insurance Crime Bureau and the NICB Board of Governors Corporate Secretary. In this role, Mr. DiZinno oversees corporate governance, legal compliance, policy formulation, and government affairs. He previously served as NICB's Vice President, Strategy, Policy and Government Affairs from 2021 to 2023.

Prior to joining NICB, Mr. DiZinno served as Associate Deputy Attorney General for the U.S. Department of Justice (DOJ), advising the Deputy Attorney General and Acting Attorney General on high-profile national security matters at DOJ. He served as the Chief Counsel for National Security and Crime for the U.S. Senate’s Judiciary Committee. Before that, he was an Assistant U.S. Attorney in the U.S. Attorney’s Office in the District of Columbia, having worked in the National Security, Fraud and Public Corruption, and Homicide sections. Mr. DiZinno began his legal career at Howrey LLP, a specialty litigation firm in Washington D.C., working on white-collar, antitrust, and complex litigation.

In 2022, Mr. DiZinno was nominated by the President and received unanimous bipartisan support by the U.S. Senate to serve as a member of the United States Privacy and Civil Liberties Oversight Board (PCLOB).

He received a bachelor's degree from the College of the Holy Cross and a law degree from the George Washington University School of Law. 

Matthew L. Hanna

Matthew Hanna

Mr. Hanna serves as Senior Advisor to the President and Chief Executive Officer of the National Insurance Crime Bureau.  In this role, he works closely with NICB leadership along with internal and external stakeholders to develop and implement programmatic strategies for the organization’s highest priorities and transformative efforts.

Prior to joining NICB, Mr. Hanna served as Assistant Director of the Federal Law Enforcement Training Centers, National Capital Region. As the Assistant Director, Mr. Hanna was responsible for providing executive leadership and management of the FLETC Washington DC operations and Directorate Headquarters, the Cheltenham Training Delivery Point, located at Cheltenham, MD, and FLETC’s International Training Operations. Prior to his current position, Mr. Hanna was the Chief of Staff for the DHS Office of Intelligence and Analysis located in Washington D.C. As the Chief of Staff, he was responsible for implementing the Under-Secretary’s vision for the DHS Office of Intelligence and Analysis as a member of the Intelligence Community to keep the homeland safe and secure.

Mr. Hanna served 22 years as a career federal law enforcement agent with the United States Border Patrol at U.S. Customs and Border Protection. During his tenure at U.S. Customs and Border Protection, he served on both the Southern and Northern borders of the United States and at Headquarters in Washington D.C.

Mr. Hanna held a variety of leadership positions within U.S. Customs and Border Protection, including the Director of the Commissioner’s Situation Room; Associate Chief Border Patrol Agent; Chief of Staff for CBP Office of Intelligence; Acting Deputy Assistant Commissioner, Office of Congressional Affairs; and Deputy Director, Field Intelligence Division. Mr. Hanna also represented DHS as a Fellow to the United States Senate Homeland Security and Governmental Affairs Committee for three years, where he co-authored the Families of Fallen Heroes Act, which provided needed benefits to families of federal law enforcement officers whose loved ones died in the line of duty. In 2017, Mr. Hanna served as the Senior Law Enforcement Advisor to the White House from U.S. Customs and Border Protection to the United States Council on Transnational Organized Crime, leading the implementation of the lines of effort to combat transnational organized crime, as outlined in Presidential Executive Order 13773. Mr. Hanna is married and resides in Northern Virginia with his wife Amanda and three children, Ryan, Ainsley and Christian.

Daniel G. Abbott

Vice President, Partner Engagement & Member Services

Dan Abbott serves as Vice President of Partner Engagement and Member Services for the National Insurance Crime Bureau. In his current role, he is responsible for overseeing membership recruitment and retention efforts for the NICB’s more than 1,200-member property-casualty insurance companies, self-insured, car rental and vehicle finance members. He also oversees partner engagement with public and private stakeholders in a continuous effort to enhance and support NICB’s mission.

Mr. Abbott is a 35-year veteran of NICB. He began his career as an Investigative Trainee and was later promoted to Special Agent assigned to Chicago, investigating organized insurance crime rings. He has served as Director of Property and Casualty Operations, and Chief Information Officer.

Mr. Abbott serves as NICB’s representative on the National Motor Vehicle Titling Information System Law Enforcement Subcommittee, North American Export Committee (NAEC), the National Law Enforcement Telecommunications System, Inc. (NLETS), Illinois State Police LEADS Advisory Policy Board and the Verisk Claims Council.

He received his Bachelor of Science degree in Criminal Justice from Illinois State University in Normal, Illinois.

James Berry

Vice President, Learning & Development

James Berry serves as Vice President of Learning & Development for the National Insurance Crime Bureau. Mr. Berry is responsible for leading the effort to provide a host of training solutions which include instructor-led, eLearning and specialized academies to NICB members, law enforcement and key stakeholders. Mr. Berry also manages the National Insurance Crime Training Academy (NICTA) online eLearning platform, which offers over 60 training programs to members.

Prior to joining NICB, Mr. Berry served as a Special Agent in the Federal Bureau of Investigation (FBI) for 23 years. Most recently, Mr. Berry served as the Supervisory Special Agent for the FBI’s Springfield Field Office – Quad Cities Resident Agency where he maintained oversight for criminal and national security investigative matters. During his 23-year career, Mr. Berry also served in the Denver, Washington D.C. and Detroit field offices. While in Washington D.C., Mr. Berry was assigned to the protection detail for then FBI Director Robert Mueller and he served as Unit Chief for the FBI’s Weapons of Mass Destruction Render Safe Program in Quantico, Virginia.

Prior to joining the FBI, Mr. Berry served as an Assistant Athletic Trainer in the Sports Medicine Department at the University of Notre Dame in South Bend, Indiana. This position involved the daily management and rehabilitation of athletic injuries for a number of Notre Dame athletic teams to include football.

Mr. Berry attended St. Ambrose University where he earned a degree in Education and Athletic Training and Indiana State University where he obtained a Master of Science in Education.

Betsy Bodker

Betsy Bodker is the Vice President of Human Resources (HR) for the National Insurance Crime Bureau (NICB). Ms. Bodker is responsible for the people and culture strategy and execution for NICB with the goal of attracting, developing, and retaining industry leading talent. She oversees all facets of HR, including total rewards, recruiting, performance management, diversity, equity, and inclusion, employee relations, learning and development, and HR policy development.

Prior to joining NICB, Ms. Bodker was the Director and Strategic HR Business Partner at Blue Cross Blue Shield of Illinois (BCBSIL)/Health Care Service Corporation, where she provided leadership, consultation, and strategic partnership in the delivery of HR services to the Chief Financial Officer and the 1,400 employees of the Finance Division. Prior to BCBSIL, she held national and global leadership positions at Kraft Foods, BorgWarner, Inc., and Blue Cross Blue Shield of Michigan, where she specialized in organizational effectiveness and talent management. In this capacity, she designed, developed, and executed organizational systems, processes, and tools in performance management, succession planning, employee engagement surveys, change management, and leadership development. Earlier in her career, she built her HR expertise in the real estate, advertising, and financial services industries.

Ms. Bodker has earned numerous HR certifications, including Development Dimensions International (DDI) Facilitation Skills, Lominger Leadership Architect and VOICES, Hermann Brain Dominance Instrument, PROSCI Change Management, Center for Creative Leadership Certificate in Coaching, and University of Pennsylvania Wharton School of Business Strategic Decision Making.

Ms. Bodker received her Bachelor of Arts degree from Northwestern University and holds a Master of Science degree in Human Resources from Loyola University Chicago.

Robert Cooper

Robert G. Cooper is the Vice President and Associate General Counsel for the National Insurance Crime Bureau. Under the supervision of General Counsel Richard DiZinno, Mr. Cooper leads the Office of the General Counsel legal team that supports NICB’s core mission while overseeing and actively mitigating organizational risk. The Office of the General Counsel ensure that NICB’s operations conform with its By-Laws, as well as all state and federal statutes and regulations.

Mr. Cooper joined NICB in September 2018 after nine years in private practice as a commercial, business and employment law attorney. Mr. Cooper is a former member of the federal trial bar and practiced at both large and small firms. He has extensive experience representing employers and business entities in all manner of employment actions, including those premised upon Title VII, ADA, ADEA, and the Illinois Human Rights Act as well as competition, non-solicitation, trade secrets, and wage and hour disputes.

Mr. Cooper’s commercial litigation experience includes successfully defeating a multi-million-dollar class action data theft claim and prosecuting and defending high value breach of contract and fraud actions. Mr. Cooper also represented consumers in a five-day binding arbitration before the Financial Industry Regulatory Authority where he obtained a six-figure damages award. In addition, Mr. Cooper has defended Fortune 500 companies in a diverse array of matters such as mass toxic tort, general liability, premises liability, and product liability.

Mr. Cooper also has substantial commercial contracting experience including negotiation and drafting of all manner of complex commercial contracts including licensing, data use, employment, independent contractor, vendor, master service, confidentiality, non-solicitation, severance, and other agreements.

Mr. Cooper obtained his undergraduate degree from the University of Illinois at Urbana and his Juris Doctor from Chicago-Kent College of Law.

Karen A. Graczyk

Karen Graczyk is the Vice President of Information Technology for the National Insurance Crime Bureau. Ms. Graczyk is responsible for the strategic technological direction of the organization. She provides vision and leadership in the development and implementation of technology solutions which promote organizational growth while maintaining a stable and secure environment. Ms. Graczyk oversees all solutions and functions related to information technology to ensure maximum value is delivered across all IT investments.

Ms. Graczyk joined the technology division of the National Automobile Theft Bureau (NATB) in 1988 and worked there until the NATB merged with the Insurance Crime Prevention Institute in 1991 to form the NICB. Over the course of her IT career, Ms. Graczyk has had roles in technology support, networking, and development. She has held several management and leadership positions, including Director of IT, prior to her current position. Her tenure with NICB and deep business knowledge has allowed her to engage as a credible partner with internal and external stakeholders to identify and implement new technology solutions that provide new opportunities, enhance our member, and partner experiences, and drive internal optimization.

Ms. Graczyk received a bachelor’s degree in Information Systems Management from Governors State University and a master’s degree in Information Security from Lewis University. She has a certificate from MIT Sloan School of Management in cybersecurity.

John P. Selleck

Vice President, Operations, Intelligence, and Analytics

John Selleck serves as Vice President of Operations, Intelligence, and Analytics for the National Insurance Crime Bureau and is responsible for both the Office of Field Operations, inclusive of all eight regions, and the Office of Intelligence and Analytics. In this role, Mr. Selleck oversees various priority efforts to include the build-out of a Data Analytics program, national-level program management of the Vehicle, Property/Casualty, Medical, and CAT/GIC efforts, as well as the operational successes NICB is known so well for.

He joined NICB following 21 years of service with the Federal Bureau of Investigation (FBI) across a multitude of programs and field offices around the country; and, brought with him a deep and practical understanding of both operations and intelligence, knowledge of how to effectively exploit geospatial and big data analytics, a passion for leadership, and a commitment to mission. Immediately prior to joining NICB, Mr. Selleck held the position of Assistant Director of the FBI’s Critical Incident Response Group (CIRG), where he managed the assets and resources responsible for providing rapid assistance solving complex problems or during crisis incidents nationally and internationally.

In recognition of his strong leadership abilities, he was named the Assistant Special Agent in Charge (ASAC) of the criminal programs and all seven resident agencies (satellite offices) of the New Orleans Field Office in 2012. While serving as Assistant Special Agent in Charge ASAC in New Orleans, he was awarded the FBI Director’s Award for Excellence to the Law Enforcement Officer Community.

Following his time in New Orleans, Mr. Selleck was assigned to the Quantico, VA-based CIRG for the first time. Over multiple years he held a variety of senior executive roles where he managed numerous crisis response events, and in addition to other notable accomplishments, was responsible for the transformation of the Huntsville, Alabama, Hazardous Devices School into a world-class training facility. In 2018, he was named Special Agent in Charge of the Washington Field Office’s Mission Services Division and served in the nation’s capital until returning to CIRG as Assistant Director.

Mr. Selleck earned a bachelor’s degree from Michigan State University and worked at a behavior modification program for court-appointed juvenile delinquents in Michigan. He also served in the Michigan Army National Guard and the Lansing Police Department.

Chris Stroisch

Vice President, Public Affairs and Communications

Chris Stroisch is the Vice President of Public Affairs and Communications for the National Insurance Crime Bureau. In this role, Mr. Stroisch leads the public affairs, marketing, and communications teams that support the NICB mission. He is responsible for sharing the NICB message with member companies, law enforcement agencies, partner organizations, trade associations, consumers, and media outlets.

Prior to joining NICB, Mr. Stroisch served as Director, External Communications and Corporate Social Responsibility at CNA Insurance. In this role, he led media relations, crisis management, investor communications, and corporate social responsibility efforts for the global commercial insurance carrier. Prior to CNA, he led media relations and crisis communications as the Public Relations Manager at Country Financial. He also served as Director, Public Relations and Writing Services, leading internal and external communications for Horace Mann Insurance.

Mr. Stroisch is the Vice President on the Board of Directors for the Insurers Public Relations Council, a member of the Insurance Information Institute’s Communications Committee, and participates on the Public Affairs Task Force for the American Property Casualty Insurance Association.

Mr. Stroisch achieved a Bachelor of Science in Mass Communications from Illinois State University.

Matthew C. Murphy

Mr. Murphy is Vice President, Claims Solutions and Analytics Division of The Hartford Insurance Company. He joined the NICB Board of Governors in 2014 and took on the role of NICB's Chair in 2023 after serving as Vice Chair since 2022.

In his current position, Mr. Murphy is responsible for the oversight of The Hartford’s SIU Anti-Fraud Programs and the organization’s Strategic Business Intelligence & Analytics Operations. He joined The Hartford in early 2013 as a Vice President in the Claim Division, holding responsibility for the SIU along with The Hartford’s Medical Bill Processing & Clinical Programs. Prior to The Hartford, he spent 23 years at The Travelers Insurance Company where he held various leadership positions within their Claim — Investigative Services Division, and was involved in operations including Cyber Security Risk, Medical Fraud, and SIU Field Operations & Fire Investigations.

Mr. Murphy holds a bachelor’s degree in criminal justice from Marist College and a FCLS designation from the American Educational Institute.

Jeremy T. Connor

Mr. Connor is vice president of Government Employees Insurance Company (GEICO) with responsibility for all operations in GEICO’s Buffalo, New York, regional office and the Marlton, New Jersey, claims office. He joined the NICB Board of Governors in 2018 and took on the role of NICB's Vice Chair in 2023.

Before taking on his current duties in 2018, Mr. Connor served as assistant vice president of claims in the Buffalo office since 2016. He started his GEICO career in November 1995 as a claim information center associate in the company’s Woodbury, New York, regional office and progressed through all levels of liability claims and liability claims management. He also was instrumental in helping to establish several new GEICO claim operations around the country. In 2007, he was promoted to manage New York planning and control operations and, in June 2008, he became regional liability director there. In September 2010, he assumed PIP director responsibilities before being elected assistant vice president of regional claims operations in Fredericksburg, Virginia, in 2012.

Mr. Connor has a B.S. degree in finance from SUNY-Old Westbury.

James McSheffrey

Mr. McSheffrey is Vice President of Property and Claims Operations for The Hanover Insurance Group. He joined the NICB Board of Governors in 2014 and served as NICB's Chair from 2022 to 2023.

In his current role, Mr. McSheffrey has oversight of various areas of the Claims organization including Property, Large Loss, CAT, SIU, and Subrogation. He has spent his entire career in the insurance claims industry, entering as a claims adjuster for Commercial Union over 30 years ago.

Mr. McSheffrey is a graduate of Boston College. He holds both the Chartered Property Casualty Underwriter (CPCU) and Certified Insurance Counselor (CIC) designations. He is a past Chairman of the AIA Claims Technology Committee and is presently a member of the ISO Claims Council.

Robert W. Bowers

Mr. Bowers is National Claims Leader at Westfield, where he has served various operational, change management and executive positions since 1996. He joined the NICB Board of Governors in 2019.

In his current role, Mr. Bowers is responsible for multiple P&C functions, including claims and billing functions. Rob is a transformational leader that ensures proper balance of indemnity and expense outcomes while aligning customer service objectives with competitive strategies. Previous positions included Claims Home Office Operations Leader, Organization Change Leader – Business Intelligence, Regional Executive – Central and Western Divisions and Director – Claims Research and Development. Mr. Bowers came to Westfield from Hartford Insurance.

Mr. Bowers earned his MBA from Ashland University and has a Bachelor of Science in Business Administration from Geneva College. He also has earned his Senior Claims Law Associate (SCLA), Associate in Claims (AIC) and Chartered Property Casualty Underwriter (CPCU) certifications.

Tim Constien

Mr. Constien is the Chief Claims Officer for the American Family Insurance Group. He joined the NICB Board of Governors in 2021. 

In his current role, Mr. Constien provides strategic and executional leadership for American Family’s Claims function, serving all Brands. He is accountable for leading the group in customer operations, technology, claims product management, financials and delivering on the vision, mission, and values of the organization.

Mr. Constien joined American Family in 1991 after graduating from Carroll University with a degree in business administration (Finance/Economics). His career with American Family includes various positions within Claims, including Personal Lines Claims Vice President from 2008 to 2014. In 2014, he assumed the role as Personal Lines President and American Family selected him as Chief Customer Officer in 2016. He returned to Claims in 2018 to lead the formation of the AmFam Group Claim team.

Mr. Constien and his wife live in Sun Prairie, Wisconsin with their son. He serves on the elder board for Peace Lutheran Church and School and is the Corporate Chair for the Arthritis Walk of Dane County. He and his wife are also active in the United Way of Dane County as Tocqueville members. 

Jim Gadberry

Mr. Gadberry is Vice President of Personal Lines Claims for Nationwide. He joined the NICB Board of Governors in 2020.

In his current role at Nationwide, Mr. Gadberry is responsible for the national field claims operation for Personal Lines and the Private Client claims organization. Prior, he was associate vice president (AVP) of the Nationwide Special Investigations Unit, AVP of Personal Lines Claims in the Carolinas Claims Zone, technical MD claims vendor manager, director of Nationwide’s Direct Repair Program, and AVP of MD Claims. Before joining Nationwide in 2004, he was in leadership roles at Safeco Insurance and Fireman’s Fund Insurance.

Mr. Gadberry holds a bachelor’s degree in marketing from Southeast Missouri State University and an MBA from Indiana Wesleyan University. He has served on the board of the Red Cross, and as an executive sponsor for Navigating Success for Professionals of Color and Nationwide’s Military Associate Resource Group.

Scott Jackson

Mr. Jackson is an Assistant Vice President at USAA and currently leads the Special Investigations Unit. He joined the NICB Board of Governors in 2023.

In his current role, Mr. Jackson is responsible for identifying, measuring, and mitigating fraud risk for the Claims SIU organization. Previously, Mr. Jackson served as the USAA SIU Director, leading all specialty units within the SIU portfolio. Prior to joining USAA, Mr. Jackson served as Assistant Vice President of the Zurich Claims Investigative Services group where he was responsible for the U.S. counter-fraud program.

Mr. Jackson has more than 20 years combined law enforcement and NICB service. He holds industry designations of Fraud Claims Law Associate (FLCA) and Certified Insurance Fraud Investigator (CIFI). Mr. Jackson has served in industry leadership roles such the International Association of Special Investigation Units.

Donald Jones

Donald is Senior Vice President for Claims, Design & Delivery at Allstate, where he also served as Head of Claims, U.S. Insurance Operations. He joined the NICB Board of Governors in 2023.

Previously, he provided strategic direction consulting services to insurance carriers and institutional investors and private equity firms at DLJ Consulting, and was Associate Vice President, Property & Casualty Claims, and Associate Vice President, National Recovery Officer, for Nationwide.

 

 

Sejung Kim

Sejung Kim

Ms. Kim is the Senior Vice President and Manager of Medical Claims and Special Investigation in Global Retail Markets-U.S. (GRM US) at Liberty Mutual Insurance. She joined the NICB Board of Governors in 2021.

In her current role, Ms. Kim is responsible for leading 600+ field claims adjusters and investigators and for delivering successful business outcomes for the first party injury claims, Workers Compensation claims and Special Investigation, for both personal lines and small commercial lines.

Prior to her current role, Ms. Kim was Senior Vice President and Manager of Claims Analytics in GRM US, where she was responsible for providing data-driven insights to personal and small commercial Claims to drive its operational excellence and shape its strategy for success. She led a collaborative team in Claims Insights who strategized, developed, and implemented solutions for Claims for its needs in data, reporting, analytics, advanced modeling, and capacity & forecasting. Her prior functional claims experience includes leading GRM US Claims Shared Services, which was comprised of Claims Service Centers, Subrogation, Salvage and Claims Support operations with 1,200+ employees as well as leading Claims Technology & Digital Product Management, where she was responsible for GRM US Claims Governing Portfolio with an annual IT budget of ~ $100M.

Ms. Kim joined Liberty Mutual Insurance in 2006 as a Senior Business Consultant in the Corporate Development Program (CDP), which is a graduate-level two-year leadership development program of Liberty Mutual Insurance. At the completion of CDP, she gained experiences in commercial lines Specialty Underwriting and Talent & Enterprise Services. Prior to Liberty Mutual, she worked in financial services IT Consulting.

Ms. Kim received a B.A. in Mathematics and Economics from Cornell University, M.S. in Industrial Engineering and Operations Research from University of California at Berkeley, and M.S. in Finance from Boston College. She lives in a suburb of Boston with her husband and two children.

Daniel Moore

Mr. Moore is the Senior Vice President of Claims Shared Services where he is responsible for Claims Operations, IT, Finance, Data & Analytics, Transformation, Quality, Compliance, and Vendor Management for CNA. He joined the NICB Board of Governors in 2022.

Prior to joining CNA, Mr. Moore was the Chief Operating Officer for QBE North America and worked for over nine years at Fireman’s Fund/Allianz in a variety of senior leadership roles across Claims, Risk Services, and Operations. Before Fireman’s Fund/Allianz, Dan provided strategy, operational, and enterprise transformation consulting to a variety of industries at Braun Consulting and Grant Thornton.

Mr. Moore has more than 20 years of experience in the insurance and consulting industries. Prior to his appointment as COO of QBE North America, he had been serving as Head of Operations since August 2018 to oversee a variety of centralized functions including Operations Services, Technical Operations, Operational Reporting, Underwriting Support, and Program Operations.

Mr. Moore holds a bachelor's degree from Brigham Young University and a MBA from Indiana University - Kelley School of Business.

Jeff Moore

Mr. Moore is a Senior Director, Claims Process for the Progressive Group of Insurance Companies. He has been in the insurance industry since 1990 serving in various operational, leadership and executive positions across claims, investigations and corporate functions. He joined the NICB Board of Governors in 2022.

Mr. Moore joined Progressive in 2004 as a Regional Claims Director and has held various roles in the claims organization. In his current role he is responsible for multiple claim processes to include oversight of the claims anti-fraud strategy, Special Investigations, Fraud Analytics, Fire and Theft Claims and Claims Coverage Risk Management. Prior to joining Progressive he was the Director of Investigations for Unitrin Direct and previously led the investigation departments of Reliant Insurance and Crawford & Company. He has worked closely with NICB for over 20 years on various committees, strategy teams and advisory boards.

Mr. Moore started his insurance career right out of college at Allstate as a Multi-Lines Claims Representative. He graduated from the University of Florida with a bachelor’s degree in Criminology and Law and holds a FCLS designation from the American Educational Institute.

Jarrod Murrieta

Mr. Murrieta is the Head of Claims Shared Services for the Farmers Exchanges. He joined the NICB Board of Governors in 2022.

In his current role at Farmers®, Mr. Murrieta is responsible for leading the business units that provide services to the Claims organization and its customers, including the Claims Contact Center, Claims Support Services, the National Document Center, Special Investigations Unit, Strategic Initiatives, Subrogation and the Claims training component of the University of Farmers.

Mr. Murrieta joined Farmers in 2007 and has held a variety of leadership positions with increasing responsibility. Prior to his current role, Mr. Murrieta was the Head of Catastrophe & National Property Operations, leading Farmers Claims Catastrophe Response and Logistics Management across the country. He has led claims organizations in Nevada, California and Hawaii. He also worked as the West Zone Strategy Manager for Auto Physical Damage claims and spent time with the University of Farmers Claims division.

Additionally, Mr. Murrieta is a long-time champion of Diversity and Inclusion and currently sits as the co-executive sponsor for the Farmers Mindfully Fit Employee Resource Group.

Mr. Murrieta graduated with a bachelor's degree in Communications and a minor in Gender Studies from Lewis & Clark College in Portland, Oregon.

Mike Payne

Mike Payne

Mr. Payne is Vice President Operations at State Farm in Tempe, Ariz. He joined the NICB Board of Governors in 2022.

In 1998, Mr. Payne was named Section Manager in the Great Western Zone and oversaw the zone auto/fire SIU operations for Arizona, Nevada, and New Mexico. Over the next several years he was promoted to positions of increasing responsibility at Headquarters and the Northeast zones of operation. In June 2014, he was named to Vice President Operations – Enterprise Process Ownership. In 2017, he moved to Phoenix as Vice President Operations – Property – Complex. Recently, he was reassigned to PIP, MPC, and SIU. He began his State Farm career in 1989 as an auto claim representative in the Great Lakes Zone.

A graduate of Michigan State University with a bachelor’s degree in Criminal Justice, Mr. Payne earned the Chartered Property & Casualty Underwriter (CPCU) designation in 2002 and the Chartered Life Underwriter (CLU) designation in 2013.

Nicholas Seminara

Mr. Seminara is the Executive Vice President, Chief Claim Officer for the Travelers Companies, responsible for all claim operations. He is also a member of the company’s Operating and Management Committees and serves as the executive sponsor to the company’s disAbility Diversity Network. He rejoined the NICB Board of Governors in 2020.

From 2005 to 2017, he served as the General Counsel of Travelers Claim and leader of the Claim Legal organization. In 2012, he assumed additional responsibilities to lead Travelers Subrogation and Investigative Services Units. From 1995 to 2005, he served in several capacities with Travelers Bond including General Counsel of Bond / Senior Vice President of Bond Claim, Vice President responsible for Construction Surety Claim, lead Construction Surety Counsel and Construction Surety Claim Professional.

Mr. Seminara holds a Juris Doctorate and MBA from Fordham University and a bachelor’s from Arizona State University. He is a member of the New York and Pennsylvania State Bars. He serves on the boards of the Special Olympics of Connecticut and HEDCO Inc., a non-profit with a mission to stimulate economic development in Connecticut’s underrepresented communities.

Michael Christman

Michael Christman

Mr. Christman is Assistant Director of the FBI’s Criminal Justice Information Services (CJIS) Division in Clarksburg, W.Va. He became an Advisor to the NICB Board of Governors in 2021.

Prior to his March 2021 CJIS appointment, Mr. Christman served as the special agent in charge of the FBI’s Pittsburgh Division from May 2020 to March 2021. Mr. Christman joined the FBI as a special agent in the Salt Lake City Division (February 1992) and later moved to the Cleveland Division (September 1997). In February 2005, he was promoted to supervisory special agent and assigned to the Criminal Investigative Division at FBI Headquarters in Washington, D.C. In June 2007, Mr. Christman moved to the Pittsburgh Division, where he supervised violent crime, violent gang, drug, and organized crime programs. He was promoted to assistant special agent in charge of the Pittsburgh Division’s Criminal, Intelligence, and Administrative Programs in February 2014. Following, other positions he held included section chief of a Cyber Operations section at FBI Headquarters and deputy assistant director of the CJIS Division's Operational Programs Branch. Prior to his appointment with the FBI, he worked for the City of Akron, Ohio, Prosecutor's Office.

Mr. Christman holds a bachelor's degree in Business Administration from Youngstown State University and a juris doctorate degree from the University of Akron.

Celeste Dodson

NICB Advisor to the Board Celeste Dodson

Ms. Dodson is President of the International Association of Special Investigation Units (IASIU). She became an Advisor to the NICB Board of Governors in 2020.

As IASIU president, Ms. Dodson leads the 4,000 member international organization focused on advancing excellence in the insurance fraud fighting community through education, training, awareness, and connection. She is also a Regional SIU Manager with State Farm Insurance with over 25 years of experience managing and leading SIU operations throughout the country, including building and leading large national SIU operations. In addition to her SIU experience, she has led large complex claims and underwriting operations.

Ms. Dodson has earned both her CPCU and FCLA designations, her BS in Criminology from Florida State University, and MBA from Villanova University, where she was awarded the Bartley Medallion. She also currently serves as secretary of the Pennsylvania Auto Theft Council’s Board of Directors and as advisor on the executive board of the Coalition Against Insurance Fraud.

Maroun Mourad is President of Claims Solutions, overseeing Verisk’s integrated suite of products and services that help improve claims processing, estimating, reporting compliance, valuation, and fraud detection worldwide.

As a data analytics and insurance executive, Maroun has profitably grown businesses in the United States, UK, Europe, and emerging markets since 1998. His focus on team-building, customer-centricity, and delivering quality results has driven business transformations in established, start-up, and turnaround environments. He’s led teams and businesses in personal and commercial lines spanning multiple customer segments, distribution channels, and cultures. In his previous leadership roles at Gen Re, AIG, Arch, and Zurich, he served clients across underwriting (production and technical), operations, and general management.

Maroun is an industry thought leader, public speaker, volunteer, and mentor whose first book, The Insurance Management Playbook: A Leader’s Guide, was published in 2014. He holds a JD and a BA in political science, both from the University of California, Berkeley. He’s also completed several executive education programs, including the AIG Mini-MBA at the Columbia Business School and the Zurich Executive Leadership Program at the London Business School.

Maroun is a board member for the northeast division of the Insurance Industry Charitable Foundation, a volunteer with New York Cares, and an advisory board member of the NOMI Network, a global nonprofit that supports economic development to fight human trafficking.
